Good Morning, thank you all for coming out today.

There are over 45 private land owners that have been written into our dredge permit to allow us to put sand on their property on the north and south side. We are now allowed to remove 36,000 cubic yards of material a year and with all the private land owners and the Sandy Island State Park, we have many areas to place sand and rebuild the barrier beaches. 
In the course of many years after the floods of 2017 & 2019 we have rebuilt the North side and replenished the south side beaches. The cost of the dredging and finding the funding has always been an issue for SPCMA. We finally have the permits in line and places to put the massive amounts of sand that need to be removed, but with basically only the membership money and the Town of Sandy Creeks line item budget of $40,000.00 it is hard to keep up. The State and the County have continuously been asked to help funding the dredging and we have even asked the county for services in kind. (operators, equipment- whatever they could do) and it has always been sorry there is no funding or we can’t help. We did get $ 300,000.00 from ARPA which was spent on the previous year’s dredge project. ( read letter to the town of Sandy Creek)
We dredged in the spring of 2024 on the south side, there was no entrance before we dredged the north side was very shallow and really only allowed pontoon boats and small boats to get through. If we had not dredged there would’ve been limited access to the Lake. Show photos of before, during and after. When we were ½ through the dredge project we were over budget, but the channel wasn’t done to allow boats through, so we went over budget to get a channel to the Lake. We removed 18,456 yard of sand and that dredge project cost $ 184,560.00. As per our permit, sand was placed along the barrier beaches. We used the last of the ARPA funding from Oswego County which was $ 100,000.00 and we currently owe $ 84,560.00 for this dredge project.
The sand sediment accumulates around 50,000 cubic yards of sand per year.

Dredging in the Spring of 2025 did not happen, we were set to dredge and went to file the NYS Historical permit with Sandy Island State Beach, there was some wording that needed to be changed on the permit and by the time we got that straightened out the deadline to dredge was over. We are unable to dredge past April 15th. If we dredge April 1st to the 15th we have to monitor the barrier beaches for the piping plover every day and if they are there, we have to stop dredging immediately.

1.This sanctuary will encompass from the other side of Oswego up to Sacket’s Harbor, there are over 40 ship wrecks and 2 airplanes out in the Lake. This will bring people into this area – they will need safe passage out into the Lake to find the wrecks. Hopefully the Safe Harbor will come through to this area and then the channel markers can be returned to the channel. 
We are not sure if the Safe Harbor will ever come into this area, Years ago when Margaret Kastler was Town Supervisor we attended a meeting in Oswego and that was 2004- so it is not looking good for a Safe Harbor.

As of 7/15/2022 Rolf Wagoner is not interested in purchasing the dredge back, as he has first right of refusal, so the association can make a decision to sell dredge or keep. We have not used this method of dredging since 2010, because it takes so many volunteers to set up and is extremely time consuming and loud. At the time of purchase this was the only method of dredging that was permitted. Over the years the permits have been changed to incorporate mechanical dredging. 2024- The dredge was looked at by Steve Fayette, oil and filters were ordered, a new starter and 2 new batteries were installed and Steve Fayette was able to get the dredge started. We have a video of dredge running. The dredge has new cutter teeth & Impeller. 

We previously had voted to hold on to the 1989 IMS 4010 dredge one more year.
In the fall of 2018 Rolf Wagoner borrowed 12 pipe clamps and male coupler’s he offered to buy them, review costs of couplers and clamps. He will return our equipment as soon as we call. We have $ 84,070.00 invested in the piping and dredge. Previously voted to sell the dredge for $70,000.00 or best Offer, the new owners will be responsible for removing the piping at the beach and hauling all equipment away. The association owns 1,600 feet of piping. The pipe is 10” hdpe heavy duty pipe and 40’ long. We have some smaller sections also. On 6/5/2024 Cathy spoke with the owner of the property, he has to move some of the piping away from his camp, Cathy told him that hopefully this is the year all the piping can be removed from his property. It has been there since 2010. 15 years.
 Vote to sell onto dredge and piping? Motion made by Tom Crosby 2nd by Dave Catania, all in favor, yes. Motion passed- 2024 Still not sold until it is running, We cannot move this dredge we hired Mike’s Marina to move it the last time and the Boat stands belong to Reiter’s Marina- We have to cut the weeds down in front of the dredge to take photos of the dredge to sell in the boats and dredge magazine and advertise for sale.

Voted to list the dredge in Boats and Harbor for $ 70,000.00 Motion made by Tom Crosby and 2nd by Deb Kelly all in favor yes- 
Lowest offer would be $ 50,000.00 motion made by Denise Schneider 2nd by Tom Crosby- all in favor – yes.  

We will advertise also on face book and we can take $ 10,000.00 off the price if the buyer picks up the piping from the beach within 30 days. We also talked of hiring a contractor to pick up all the piping and submitting a bill to the Town of Sandy Creek. 

 2025 P & L Statement read – YTD P & L passed around at meeting- Motion to accept financial statements as read 1st Dave Catania, 2nd by Deb Kelly, all in favor, motion passed.

Pathfinder is the bank for SPCMA and our checking account requires 2 signatures on a check.

Possible places for funding for future dredge projects:

1.Audubon society for the preservation of the piping plover, refreshing the habitat every year would be very beneficial – the piping plover thrive on dredge spoils
2.Sandy Island State Park beach has not looked as good as it does now with the deposition of sand from our spring dredge operation, they may have funding to support more sand placement on their beach. They also have the area large enough to accommodate large amounts of sand. 
3.NOAA grant for Sandy Pond – This grant has been submitted and we will not know if it has been approved until late September Read the Project summary 
4.The Town of Sandy Creek budgets $ 30,000.00 a year after a request is put in to them in the fall
5.The Town of Sandy Creek budgets $ 10,000.00 a year for the South pond channel maintenance association, which if they do not dredge SPCMA has applied for this funding before the end of a fiscal year and has received this funding before.
6.The State of New York- there is no money in the state’s budget- We met with Will Barclay in November to discuss getting funding for future dredge projects. The State cannot give money for past dredge projects.

Spcma requested the $ 40.000.00 that was in the line budget for dredging for the year 2025, but we unsuccessful. We sent a second request and the dredge bill from 2024 that showed the amount of debt and the reason we had to keep going- Brian Wallis went to a board meeting and the Board members will not use the money in the line item budget for past debt. 
We applied for $ 70,000.00 for the fiscal year of 2025 and we didn’t get it. The Town of Sandy Creek’s Supervisor is checking to see if we can roll over the $ 40,000.00 into next year’s budget and apply for another $40,000.00. Tom Hart wanted to know if we were planning a dredge project for this fall, since we never know what the winter winds will do to the channel, it is better to wait and see what the spring brings. 

All the records for Spcma are on a quicken program, the membership lists are kept on an excel program. The mail out program is kept on a Microsoft word program.

We have received $ 8,358.25 since our letter to the membership went out

Go Fund me account has received $ 13,852.34 - Total fees paid were $ 445.61  
 We needed to add a second person to the Go Fund me account. Cathleen Goodnough was added to the Go fund me account 

Website Management is through Greene Point Marina Account, it is paid until 11/10/2026.

Thank you to Tom Baxter for continuing to support us and file our taxes annually. The Char 500 report needed to be done on line since NY State changed their regulations. Gwen Schill files the mandated $ 25.00 filing fee per year for SPCMA.

Greene Point supplies the copies of flyers, envelopes, copies of 525 letters, receipt books, business cards for membership, all ink- volunteers help fold and mail the annual letter out. 

Chris Rexford had a business list and flyers to go around to all the area businesses and pass along the most accurate information. 

Fundraisers:
2024 Chicken BBQ – Dan and Gwen Schill did an amazing job and we took in over $ 3,540.00- after expenses we took in a profit of $ 2,392.08.
2025 Chicken BBQ- Hosted by Dan and Gwen Schill was another great success $ 1,708.97 was raised for the Channel fund.

Sandy Pond Corn Hole boards brought in $ 865.00 –The winner was Tonya T.

Jug donations: Greene Point has a change jug- over the years $ 1,637.61 has been collected in change

  ***NEW*** Guile and Sons purchased an Amish shed and the 3 M’s sandbar graciously allowed him to place it at the corner of their parking lot. The can pick up is really going well. Thank you all that donate your cans. 
 Can pick up at Greene Point Total collected since 2003 $24,945.15- that’s 498,903.00 CANS. 
  Guiles and Son’s Redemption Center takes care of all the cans. You can drop your cans off there or we have a CAN boat that gets filled up with bags at Greene Point Marina. 
 We talked about getting with the other marinas and campgrounds for collecting cans.

Permit Status: 

DEC Permits approved March 24, 2023-March 23, 2028 
5 year dredge permit with a
Minimum of 30 day advanced notice of sand placement that year permit to cross NYS property, with the number of vehicles, and length of time projected
 100’ 6’ deep channel

Corp of Engineers Status: 5 year permit received good through April 23, 2028 this is our final extension of our permit. 

NYS Parks- permit will be filed with location of sand placement

Tom Hart of Hart Environmental compiles a list of placement of sand and the scope of work to be done, which is sent out to dredge contractors every spring and fall.

Open discussion, we need fresh ideas and to reach out to a younger crowd- How to get more people and businesses involved.

This organization is a 501C3 and can only be dissolved by gifting its assets to another 501C3 association. According to the dissolution of a 501C3, our association cannot be dissolved if there is debt involved. 

John Penizotto has given his resignation as a board member.

Ralph Leber will be moving and resigning as a board member

The president’s position is open I will be resigning as President. 

We need active volunteers and fresh ideas to take over this association.

Tammy Anderson left her phone number to help with Grant writing for the Association.
